Selectmen’s Meeting Minutes
Tuesday – April 1, 2008 – 6:00 pm



Present: Chairman, Aaron Kullgren; Selectwoman, Karen Day; Selectman, Jarvis Adams, IV
Chairman Kullgren called the meeting to order at 6:00 pm
Appointments:
6:15 – Road Agent, Duffy Fox –
In accordance with RSA91-A:3 II (b) motion by Chairman Kullgren to enter into a non-public session for a personnel matter. Seconded by Day & Adams.  (vote: 3-0)
Motion by Kullgren to enter out of the nonpublic at 7:15.  Seconded by Day & Adams.  
(vote: 3-0)
Decision:  Administrative Assistant, Deb Davidson will contact Jeff Tarr, Joseph Ellis & Gabe Robertson and set up interviews with them for Monday evening.
Deb was instructed to get together the rates of pay, benefit packets etc. for other towns comparable to Greenfield; she will also get the current Greenfield criteria for comparison.
Deb asked if a new Coach Road sign could be installed, Duffy indicated he had already ordered it.
7:40 – Chief of Police, Brian Giammarino
Giammarino briefly discussed the police schedule.
Giammarino went on to discuss he is looking to hire a part-time officer the background check is complete. The officer is currently employed on a part-time basis with Lyndeborough; he has been an officer for 6 years, lives in Bedford and is excited about working in Greenfield on Wednesday & Fridays.  There is a training period that will have to take place before the officer will be on his own.
A recent invoice from Hillsborough County dispatch was reviewed and discussed, it is $3,000.00 more than was budgeted, and however Giammarino believes he will be ok with his budget.  This is out of the control of the Police Department, as it is up to dispatch what they will bill.  
Giammarino noted that his budget is only at 16.8% as of March 12th, so he feels he is doing well.  The Town will be reimbursed for some of the expended funds when a grant he is waiting for are received.
8:00 – John Hopkins – John showed the Board some signs the Trails Association had made, they will be placed on the Class A trails.  In accordance with RSA 231-A, the signs are prohibiting vehicle access on the trails.
John presented 8 copies of an updated plot plan for Oak Park, this hasn’t been done in 12 years.  This plot is inclusive of water lines, dugouts, cabin moved, electrical lines to the buildings, the leach field, septic, grease trap etc.
Kullgren asked about the future of Oak Park and the potential football/soccer field.  John stated there has been no discussion with Oak Park members, but he has discussed this with the head of the football team. John stated he personally is supportive of Pop Warner making improvements, but again this hasn’t been discussed at all with the Oak Park Committee.  If it does transpire, John indicated he would like to see a long-term lease that would benefit the town.  He is aware that Pop Warner is looking for a home field and further stated that Oak Park might be a good home base for the program.
Kullgren also discussed the Capital Improvements Plan and the future of Oak Park.  John stated the Planning Board never discussed anything with the committee, but the theory behind the committee is they have always wanted to be self-sustaining, not asking the Town for any funding if possible.  They would like the next project to be working towards new playground equipment, which is very much needed.
Other Business:
·       Mail - Selectmen reviewed the miscellaneous incoming mail.
·       Minutes - Selectmen signed the minutes of the 3/25/08
·       Payroll - Selectmen were reminded they would need to come into the office on Wednesday to sign the payroll manifest.
·       Veterans Exemption - Selectmen signed a Veterans Exemption for Leonard Boutin, property identified as R7-11-2.
·       Meetinghouse - GCCC asked about reserving the Meetinghouse every Sunday from 8am – 2 pm.  Discussion followed.  Selectwoman Day expressed her thoughts, stating that she would like to see the policy to remain as is.  Day felt if anyone else wanted to use the Meetinghouse for a luncheon they couldn’t.  Selectmen voted 2-1 that a compromise of 1:00 pm will be met, if anyone needs to rent the building and have a luncheon it was felt time adjustments could most likely be arranged.
Septic – Adams reported that the septic at the Meetinghouse was overflowing over the weekend.  Duffy dug it out and took care of the situation; Adams stated Duffy is to be commended.  The tank did not need to be pumped.
Donation – Deb noted to the Board that Alcoholics Anonymous made a donation of $75.00 to go towards heat at Mtg. House.  
·       Fireman’s Dance – The website indicates the dance starts at 7:00 – it doesn’t start until 8:00, 7:00 pm is for set-up.
·       Raffle – A resident wanted to sell 250 raffle tickets for $1,000.00 each; at the draw of the raffle someone would win a house for $1,000.00.  Per RSA 287:A –The Town would be required to notify the local police chief of this raffle, as it is considered a game of chance.  Police need to protect the homeowner as well as the bidders.  The permit would be good for a two-week period only.  This raffle was discussed with Chief Giammarino; none of the Selectmen or the Chief supports this.  
Voted in the negative (3-0) – the raffle is not supported by any of the parties.
·       State FEMA Funding – Deb reported the Town recently received a check, for the State of NH portion of the funding for the April 2007 flooding; the check was for $17,124.48.
·       Town Meeting Minutes – Chairman Kullgren asked to see the minutes of Town Meeting.  Deb stated she hasn’t received them from the Town Clerk yet.  Kullgren indicated he wants them next week.
·       Policies – Deb presented the Board with updated Personnel Policies, JLMC Policy and electronic policy, the Board will review them at home and adopt the policies with updates after they have had an opportunity to read them.
·       Memo - Deb presented a memo notifying the Board of a JLMC Meeting-April 22, 2008 @ 8:00 am
·       Certified Public Managers Certificate Program, Level I (begins in August) – Deb indicated she would like to attend this course, it is offered by the Dept. of Education in Concord.  Selectmen would like to know more about the course such as timeframe of the class and the amount of time out of the office it will entail.
With no further business the meeting adjourned at 8:45 pm.  The next meeting will be held on Tuesday, April 8, 2008 at 6:00 pm.
